Sam Darcy, Principal

A former CEO experienced in all facets of behavioral healthcare Compliance, Utilization and Profitability.

Mr Darcy has been in the Behavioral Health field for nearly 3 decades working as a clinician for 15 years and a C-Level Administrator in for profit and non-profit facilities.  During this time he has been able to successfully expand services, has had only successful state licensing surveys and CARF and Joint Commission Accreditation awarded to his facilities and contractors.

He is a graduate of Southern Connecticut State University, post graduate work at University of Kentucky and an M.A. from Fairfield University. The Smithsonian requested a  documentary he helped produce.

Sam has been an Expert Witness recognized in federal and state courts nationwide able to testify on clinical and administrative matters in Behavioral Health organizations. His experience includes full critique of an agency. advice to mitigate and eradicate exposure, Policy and Procedure expertise, Management Organization and HR issues.

Vern R. Williams, M.D.

In addition to consulting for Darcy Consulting Group, Dr Williams is a distinguished consultant to the Hawaii Program for Healthcare Professionals, Pu’ulu Lapaau, and to the Oregon Medical Board. Dr Vern Williams is a staff physician for three substance abuse/behavioral health residential treatment facilities on the north Oregon coast.
Dr Williams has been an expert witness for cases in litigation on issues related to drug use/abuse for the past decade across the country in addition to providing direction for start-ups and facilities in transition providing any and all levels of behavioral health care. He maintains active Board Certification in both Internal Medicine and Addiction Medicine, and a graduate of the UH John Burns School of Medicine. He can provide clients of the Darcy Consulting Group with expert opinions of medical cases, addiction issues in addition to providing reports and testimony for the court.
Dr Williams has an impressive CV – he completed his Internal Medicine residency in Portland, Oregon, in 1988 and began specializing in Addiction Medicine in 1999. For seven years he was the medical director for the Native American Rehabilitation Association, an organization that treats Native Americans and others with substance abuse problems. Between 2005-2013 he was the Medical Director of Hazelden Springbrook in charge of medical care for all patients at Springbrook. He was also responsible for the Health Professionals Program, Hazelden Springbrook’s program that provided assessment and treatment for licensed health care professionals (primarily physicians) suffering from chemical dependency.
He retains board certification in both Internal Medicine (re-certified in 2012) and Addiction Medicine.
He is available to provide presentations regarding substance abuse and treatment, from Hawaii to Scotland for professionals, service organizations and colleagues. He is a huge asset to the team of professionals making up Darcy Consulting Group, LLC.

Denice Adams

Over 20 years of HR and benefits experience, over 5 years in behavioral compliance standards.

Denice has been involved in multi-million dollar operations in charge of HR, customer service, HIPAA, developing Policy and Procedures for behavioral health organizations, Ethics Ombudsman in addition to having served as an investor and development specialist. She is aware of litigation issues, and can provide forensic reports and testimony.

Denice has superlative communication skills, is an adept writer of policy and is aware of HR law and rules in multiple states as well as federal labor law.
